SIPRI states that Qatar's plans to transform and significantly enlarge its armed forces have accelerated in 2014, and in 2010-14 Qatar was the 46th largest arms importer in the world. Orders in 2013 for 62 tanks and 24 self-propelled guns from Germany were followed in 2014 by a number of other contracts, including 24 combat helicopters and 3 AEW aircraft from the USA, and 2 tanker aircraft from Spain.[4]

It was re-organized in 1950 and began to receive American assistance from 1952 including the use of Dhahran Airfield by the United States Air Force. The Saudi forces are equipped with mainly western hardware. Main suppliers are companies in the United Kingdom and the United States of America. Both the UK and the US are involved in training programs conducted in Saudi Arabia. During the 1980s and 1990s, by Middle Eastern standards the armed forces of Saudi Arabia were relatively small. Its strength however was derived from advanced technology. The backbone of the fighter force is formed by 134 Tornados from which a batch of 48 Tornado IDS were ordered in 1993 under the al-Yamamah II program and 72 F-15S aircraft delivered from the mid-1990s that operate beside the more than 120 F-15C/D aircraft delivered starting in 1981. Aircraft training is executed on the Pilatus PC-9, BAe Hawk, Boeing F-15D Eagle and the Northrop F-5F Tiger II. The C-130 Hercules is the mainstay of the transport fleet and the Hercules is assisted by CASA CN-235s. Reconnaissance is performed by 17 Squadron with its RF-5E and the Boeing E-3A is the Airborne Early Warning platform operated by 18 Squadron. The VIP support fleet consists of a wide variety of civil registered aircraft such as the Boeing 707, 737 and 747, Lockheed Tri-Stars, MD11s and G1159A as well as Lockheed L-100-30. The HZ- prefix used in the civilian registrations of these aircraft derived from the former name of the territory (Hejaz) Recent purchases[edit] The Al Yamamah contract was controversial because of the alleged bribes associated with its award. Nonetheless, the RSAF announced its intention to purchase the Typhoon from BAE Systems in December 2005. On 18 August 2006 a memorandum of understanding was signed for 72 aircraft in a GB£6-10 billion deal.[3] Following this order, the investigation of the Al Yamamah contract was suppressed by the British Prime minister Tony Blair in December 2006, citing "strategic interests" of the UK. On the 17 September 2007 Saudi Arabia announced it had signed a £4.4bn deal with BAE Systems for 72 Typhoons.[4] On 29 December 2011, the United States signed a $29.4 billion deal to sell 84 F-15s in the SA (Saudi Advanced) configuration. The sale includes upgrades for the older F-15s up to the SA standard and related equipment and services.[5] On 23 May 2012, British defence firm BAE Systems is to sell 22 BAE Hawk advanced jet trainer aircraft to the Royal Saudi Air Force for a total of £1.9 billion ($3 billion). The deal also includes simulators, ground and training equipment and spares.[6] On April 2013, British defence firm BAE Systems delivers the first two new Typhoons of 24 to Saudi Arabia. In 2013, the USAF tendered for security services to protect the Saudi air force from Cyberwarfare.[7]

Breaking Gulf News Abu Dhabi: Arab Spring countries need social contracts or a voluntary agreement among individuals by which organised society is brought into being and invested with the right to secure mutual protection and welfare, officials and experts told a regional conference on the challenges of nation-building in Arab countries undergoing change. “The future of the Arab countries, which are undergoing change is pinned on each country’s capability to achieve goals and ambitions of its people – building a stable country where justice, security and happiness prevail, keeping sovereignty and interests and being committed to progress and prosperity for all its citizens, ” Shaikh Nahyan Bin Mubarak Al Nahyan, Minister of Culture, Youth and Community Development, told the conference co-organised by the Emirates Centre for Strategic Studies and Research and the School of Policy International Affairs at the University of Maine, USA. Dr Abdul Hamid Esmail Al Ansari, professor of Islamic Politics, former dean, college of Sharia, Qatar University, agreed and said attention must inevitably be cast on the repercussions felt across the region and the deepening fault lines that have gained traction in the wake of the Arab Spring.

We set out below a summary of some of the key areas that have undergone amendments: Real Life of Pakistani in Saudia UAE and Saudi Labour Law Probationary periods The probationary period can now be extended up to 180 days. An employee however may not be placed on probation more than once by the same employer, unless the employee is placed in a new position or was not engaged by the same employer in the last six months. Relocation The employee’s written consent is required before any geographic relocation which would entail the relocation of the employee’s place of residence. Temporary relocations of up to 30 days per annum are permitted however. Notice periods Open-ended contracts are now subject to 60 days’ termination notice for employees who are engaged and paid on a monthly basis. A minimum of 30 days’ is required for those engaged on other terms. Leave Employees serving their notice periods are now entitled to eight fully paid hours per week or a full day per week to look for alternative employment. Compensation Unless the parties agree in advance and in writing on the amount of compensation payable upon termination without “valid reason”, the party terminating the contract will have to compensate the other with either: A wage equivalent to 15 days for each completed year of employment, in indefinite term contracts. The balance of wages for the remaining employment term, in the fixed-term contract. In each case, the minimum amount of compensation may not be less than two months’ wages. Unauthorised leave Employers may terminate the employee’s contract without compensation in the event the employee is absent from work “without a valid reason” for either: More than 30 non-consecutive days a year. For more than 15 consecutive days within a year. In the first case, a prior written warning must be delivered to the employee after 20 days of non-consecutive absence and in the second case the warning must be delivered after 10 days of consecutive absence. Renewability Fixed term contracts that are renewed more than three times (or upon the employee accruing four years of continuous service, whichever comes sooner) will automatically convert into indefinite term contracts. References and sanctions Departing employees have the right to request upon termination a service certificate setting out details of their employment. The employers are prohibited from giving negative references which could hinder the employee’s chances of securing alternative employment. Employers are also required to maintain written records of any fines imposed on their employees. The information required includes the worker’s name, their remuneration, the date, the reason for and the amount of the fine imposed. Leave A number of amendments increasing short-term leave have been introduced. Maternity leave: female workers are now entitled to 10 weeks’ maternity leave fully paid, to commence maximum four weeks before the expected date of delivery. The leave can also be extended for an additional month on an unpaid basis. Marriage and bereavement leave: leave due to marriage or death of an immediate family member has been increased from three to five days. Paternity leave: leave has been increased from one to three days. Training requirements An employer with more than 50 employees is required to provide training to at least 12% of its total number of Saudi Arabian employees. Employer must be able to provide documentary evidence of the training. Working hours Employees’ daily working hour limit has been increased from 11 to 12 hours provided that the employees do not work for more than five consecutive hours. Company policies and employment contracts All companies are now required to establish written internal by-laws as per the standard form applied by the Ministry of Labor. Companies are also required to follow the form of employment contract prepared by the Ministry of Labor. Work injuries Employers must provide financial aid to employees temporarily unable to work due to injuries suffered at work at the rate of 75% of the employees’ wage. In the event of non-recovery, the employer will need to compensate the employee for such injury.
